With reference to my telegram of the 23rd

February, I am told by the Army Council that the Gmeral

Officer Commanding has reported that there are prevalent

in Hongkong the wildest rumours concerning the riot in

Singapore; and that he strongly urges in the interests of

a Colony with an Indian garrison that plain facts as

received from Singapore be published.

Please say what the General Officer Commanding

desires to be published beyond the statement given in my

telegram of the 23rd February, which is the substance of

what was published here.
